How Much Delay does New York Inject into the National Airspace System? A Graph Theory Analysis

A 2010 Government Accountability Office (GAO) study reported nearly 40 percent of all delays occurring in the National Airspace System (NAS) were caused by New York airports. In this paper, however, a local network analysis of the NAS elucidates New York’s delay phenomena as multifaceted. Furthermore, a graph theory measure, node strength, is used to analyze directed weighted graphs representing the propagation of delay across the NAS. This measure is used to characterize airports as delay injecting, delay absorbing, or delay propagating. Results indicate the New York area is responsible for 15 percent of injected delay and 9 percent propagated delay.
